Mensah was educated at University of Tromso, Norway (MPA, 1996) and University of Ghana, Legon (BA Hons, 1991). Mensah's career includes serving as Regional HR Director at Newmont, Ghana Gold and Hr/administration Director at Golden Star Company Limited. In the 9th Parliament, Mensah chairs the Roads and Transportation Committee and is a member of the Works and Housing, Parliamentary Affairs and Economy and Development committees.
