National Service Trial: State to amend charges against Osei Assibey after performance audit

State prosecutors have announced plans to amend the charge sheet against former National Service Authority (NSA) Director-General, Osei Assibey Antwi, in the ongoing ghost names scandal case.

The development came during court proceedings on Tuesday, February 17, 2026, where the prosecution informed the High Court that a performance audit of the NSA, submitted to the Attorney-General, has necessitated revisions to the existing charges.

Assibey Antwi is currently facing 14 counts, including causing financial loss to the state, stealing, and money laundering. He has pleaded not guilty to the allegations.

The charges are on the back of claims that, during his tenure from August 2021 to February 2025, he authorised payments of GH¢500,861,744.02 in allowances to over 60,000 non-existent (ghost) national service personnel. He is also accused of diverting GH¢106 million from the NSA’s Kumawu Farm Project for personal use.

Prosecutors requested a short adjournment to prepare and file the amended charge sheet, replacing the earlier one.

The court, presided over by Justice Kizita Naa Koowa Quarshie, granted the request and adjourned the matter to Tuesday, February 25, 2026. On that date, the prosecution will present the amended charges, and Assibey Antwi’s plea will be retaken accordingly.

Assibey Antwi was initially granted bail of GH¢800 million on October 30, 2025, with six sureties each backed by landed property. After failing to meet those stringent conditions, his lawyers successfully applied for a variation.

In December 2025, the court reviewed and reduced the bail to GH¢120 million with two sureties, down from an earlier adjusted figure of GH¢630 million.

The former NSA boss remains on bail pending the trial’s progression.
