Minister of State for Government Communications, Felix Kwakye Ofosu, has revealed that President John Dramani Mahama has directed the Attorney Genral, Dominin Akurutinga Ayine to terminate the contrcat and prosecute culpaple persons who will be fished out by the forensic audit.
He indicated that despite the halt of the project as far back as March, 2023, the contractor still receives payment due to the nature of the contract which puts significant burned on the state hence the direction for the contract to be terminated.
He outlined this as part of a series of decisive measures to be implemented by the government in response to shocking revelations contained in the Deloitte and Touche audit report on the National Cathedral Project.
Other measures include the dissolution of the National Cathedral Secretariat and its Board of Trustees, and the prosecution of individuals found culpable for financial mismanagement.
Mr. Ofosu described the findings of the Deloitte audit as deeply troubling, stating that they “shake the very foundation” of the project and the operations of the Secretariat. The report raised serious questions about the use of public funds and highlighted widespread irregularities, including unsupported expenditures, procurement breaches, and a general lack of internal controls.
According to the Minister, President John Dramani Mahama has since directed that immediate and sweeping action be taken. As of May 1, 2025, the National Cathedral Secretariat, which had operated under the Office of the President, was officially dissolved. In addition, legal processes are underway to dissolve the Board of Trustees overseeing the project.
The government has also decided to publish the full Deloitte audit report to ensure transparency and allow the public to review its findings. However, the Minister noted that the Deloitte audit does not cover the entire scope of operations related to the project. Therefore, the Auditor-General has been instructed to commission a full forensic audit into the activities of the Secretariat and the broader National Cathedral Project.
In light of the audit’s findings, the Attorney General and Minister for Justice is taking legal steps to terminate the construction contract, which remains active despite the contractor halting work since 2023. The government revealed that the terms of the contract are so imbalanced that costs continue to accrue daily, further burdening the state.
Following the completion of the forensic audit, Mr. Ofosu stressed that decisive action will be taken against any individuals or entities found to have engaged in impropriety. Legal accountability will be pursued without fear or favor, and the future of the National Cathedral Project itself will be determined based on the audit’s conclusions.
He emphasized the government’s commitment to transparency, accountability, and protecting the public purse, declaring that no individual involved in wrongdoing will be shielded. The National Cathedral, once envisioned as a unifying national symbol, has now become a matter of national concern, and the government is determined to bring clarity, justice, and closure to the controversy.
