GMTF inaugurates Entity Tender Committee to enhance procurement oversight

The Ghana Medical Trust Fund (GMTF) has inaugurated a 10-member Entity Tender Committee (ETC), tasked with upholding integrity, transparency, and professionalism in safeguarding public resources.

The committee was sworn in at a brief ceremony at the Fund’s secretariat in Accra. Administering the oath was Board Member and legal practitioner, Nelly Bernice Wallace, who formally ushered the members into office as part of efforts to reinforce the institution’s governance and procurement structures.

Delivering her remarks, the Administrator of GMTF and Chairperson of the ETC, Adjoa Obuobia Darko-Opoku, urged members to discharge their duties with diligence and strict adherence to established rules and procedures designed to protect the public purse.

“Uphold integrity, fairness and professionalism in every decision that this committee will make,” she advised, noting that the Fund’s credibility and operational success would largely depend on the committee’s effectiveness.

The committee comprises representatives drawn from key institutions, including the Ministry of Health, Ministry of Finance, Ghana Medical Trust Fund, Ghana Medical Association and the Ghana Institute of Procurement and Supply, ensuring diverse expertise to guide procurement decisions.

Ms Darko-Opoku reminded members that the Public Procurement Act, 2003 (Act 663), as amended, assigns substantial responsibilities to Entity Tender Committees. These include approving procurement plans, reviewing submissions and ensuring full compliance with statutory requirements.

She described the formation of the committee as a pivotal step, given the strategic importance of procurement in public institutions.

“This committee stands at the heart of good governance within our institution,” she stated, adding that its inauguration demonstrates GMTF’s commitment to accountability, transparency and value for money.

According to her, the Fund will depend significantly on procurement processes to execute major projects, secure essential goods and services, and maintain smooth operations.

“The effectiveness of this committee will have a direct bearing on our performance and our ability to deliver on our mandate to the Ghanaian people,” she added.

Expressing confidence in the members’ professional competence, Ms Darko-Opoku congratulated them on their appointments and encouraged them to approach their responsibilities with dedication and integrity.
