OSP arrests former and current officials of SML and GRA over controversial revenue deal

The Office of the Special Prosecutor (OSP) has arrested several former and current officials of the Ghana Revenue Authority (GRA), Strategic Mobilisation Ghana Ltd (SML), and the Public Procurement Authority (PPA) in connection with ongoing investigations into suspected corruption and corruption-related offences.

Among those arrested and detained are Rev. Dr. Ammishaddai Owusu-Amoah, former Commissioner-General of the GRA; Isaac Crentsil, former Commissioner of Customs and currently General Manager at SML; and Christian Tetteh Sottie, former Technical Advisor at the GRA, now Managing Director of SML. The trio were reportedly detained overnight after failing to meet bail conditions.

The OSP made this known in an update on the controversial deal in a post on X (formerly twitter)

The arrests are part of a wide-ranging probe into revenue assurance contracts awarded by the GRA to SML. The OSP is investigating the legal and procurement processes surrounding these contracts, as well as the financial implications and the company’s claims of generating substantial revenue savings for the nation.

In addition to the three detained, several others have been arrested and granted bail. They include: Evans Adusei, CEO of SML, Philip Mensah, former Deputy Commissioner (Legal) at GRA and current Legal Consultant to SML, Kofi Nti, former Commissioner-General of GRA ,Joseph Kuruk and Faustina Adjorkor, both officials of the Public Procurement Authority

The OSP has emphasized that the ongoing investigation seeks to establish whether the contracts awarded to SML were lawfully executed and whether the state received value for money. This development comes following a raid on the premises of SML on June 10, 2025 carried out under court orders, was supported by personnel from the National Security Secretariat.
