The Mayor of Tema, Ebi Bright, has been accused of leading a taskforce that demolished a government project under construction by TDC Ghana Limited at Tema Site 3 on Wednesday, August 12.
The project involves the construction of 18 three-storey office and shop units at Site 3 in Tema Community 1. The Government of Ghana is the client.
The demolition followed a directive issued by the Tema Metropolitan Assembly (TMA) on August 8, 2026, ordering TDC Ghana Limited to halt work and submit specified documentation. An earlier enforcement notice had also been issued regarding the development.
According to available accounts, TDC management was engaging the Metropolitan Assembly in an effort to resolve the matter when the demolition took place.
The Mayor has reportedly been accused of disregarding established administrative and institutional channels, particularly as the project was being executed by a state-owned development company. Concerns have also been raised over the potential impact on the longstanding working relationship between the TMA and TDC Ghana Limited.
In a letter responding to the Assembly’s directives, TDC Ghana Limited expressed concern over the demolition. The company cited its long-standing collaborative relationship with the TMA on projects supporting government programmes within the Tema Acquisition Area.
TDC stated that the relationship has been based on mutual recognition of the respective statutory mandates of both institutions and the broader public interest. It noted that it has, over the years, engaged the TMA on matters including land allocation, ground rent, and other land administration requirements.
The company said the Assembly’s latest position raises questions about possible changes to the established arrangements governing government projects implemented through state institutions. It called for the issue to be addressed through appropriate inter-institutional engagement rather than actions that could disrupt the project.
TDC emphasised that housing delivery remains a major government priority and that the Site 3 project should be considered within the broader effort to increase supply and address national housing needs. The company expressed confidence that the Assembly would support an approach that facilitates the timely delivery of priority projects.
