Pandemonium broke out on the floor of Parliament, with members of the Minority and the Majority Caucuses engaged in pushing and shoving.
The chaos erupted after the Minority Caucus insisted on the recall of a letter issued by the Clerk of Parliament to the Electoral Commission declaring the Kpandai seat as vacant.
At the commencement of proceedings on Tuesday, December 9, 2025, the Minority Chief Whip, Frank Annoh-Dompreh, demanded the letter’s recall, citing a judicial review filed by Matthew Nyindam and rulings previously issued by the Speaker. In their insistence, the Minority resorted to chanting and singing, which severely disrupted proceedings and forced multiple suspensions.
Speaker Alban Bagbin later announced that he would issue a ruling on the matter at a later time. Following the Speaker’s announcement, the Majority Leader, Mahama Ayariga, moved for further business to be conducted. However, the Minority opposed this by moving for an adjournment.
The Minority lost the motion for adjournment by a voice vote but proceeded to flood the middle of the Chamber. They were met by members of the Majority Caucus, leading to a chaotic scene dotted with members pushing and shoving each other amidst songs and chants of resistance by the Minority.
As of the time of filing this report, the House was engaged in the appropriation of the 2026 budget statement and economic policy, led by the Majority side, even as the chaos continued in the middle of the floor.
