The Ghana Police Service has arrested a suspect on its wanted list during an undercover operation at the ongoing Diaspora Summit 2025 held at the Accra International Conference Centre (AICC).
The suspect, identified as Reagan Kwesi Egbi Addo, also known as Morgan Addo, was apprehended on Friday, December 19, 2025, while posing as a legitimate participant with an official summit tag.
According to a press release issued by the Accra Regional Public Affairs Unit on Tuesday, December 23, 2025, and signed by Superintendent Ms. Juliana Obeng, the arrest followed heightened police vigilance prompted by complaints of thefts at previous events at the AICC, including mobile phones, iPads, and credit cards.
Undercover officers identified and detained Addo, who was unable to provide a credible explanation for his presence at the event. He was subsequently taken to the Ministries Police Station for further interrogation.
Preliminary investigations revealed that the suspect specialises in deceptive tactics to steal ATM cards. He allegedly creates difficulties for victims at ATM points, offers fake assistance, and swaps their cards. He has reportedly withdrawn unspecified amounts from stolen cards at various locations.
Addo is also suspected of targeting conference attendees by rummaging through bags and laptops during breaks to steal ATM cards and other valuables.
The event organisers confirmed to police that registration for the Diaspora Summit 2025 was conducted online and open to the public without restrictions, allowing the suspect to register and gain access.
Following the arrest, police escorted Addo to his residence in Ashale Botwe, where a search recovered eight ATM cards belonging to different individuals. These include:
– GCB Ready Cash ATM Card in the name of Angela Esi Anderson
– GCB Debit Plus Visa Card in the name of Isahaku Marisu
– GCB Debit Plus MasterCard in the name of Abena Sefan
– GCB Classic MasterCard in the name of Rubi Essinam Banah
– GCB Ready Cash ATM Card in the name of Alimatu Inusah
– ABSA International Debit Visa Card in the name of Ransford Ashitey
– GT Bank MasterCard with serial number 5454410003674430
– Fidelity Bank Visa Card in the name of Edi Elliot
The recovered cards have been retained as exhibits, and police plan to liaise with the respective banks to trace and contact the owners.
The Diaspora Summit 2025, held from December 19 to 20 under the theme “Resetting Ghana: The Diaspora as the 17th Region”, brought together global Ghanaian and Pan-African leaders to discuss investment, reparative justice, and diaspora engagement.
