National Service trial: Osei Assibey pleads not guilty to 21 amended charges

Former Executive Director of the National Service Authority (NSA), Osei Assibey Antwi, has pleaded not guilty to 21 amended charges in a high-profile corruption case at the High Court in Accra.

The charges, filed by the Office of the Attorney-General, include multiple counts of causing financial loss to the state, stealing, money laundering, and improper payment of public funds under the Criminal Offences Act, 1960 (Act 29), and the Public Financial Management Act, 2016 (Act 921).

According to the amended charge sheet, Osei Assibet Antwi is accused of willfully causing a financial loss of over GH¢431 million to the NSA between August 2021 and February 2025 by authorising payments to non-service personnel and unverified individuals.

Additional allegations involve the dishonest appropriation of funds through his personal e-zwich card, totalling GH¢8.256 million, and unauthorised transfers to vendors like Direct Savings and Loans Limited, leading to further losses.

The prosecution also detailed irregularities in the Sekyere-Kumawu Economic Enclave (Farm) Project, where Antwi allegedly authorised excess payments for land acquisition, demarcation, and unexecuted works, resulting in losses exceeding GH¢61 million.

Brief facts presented in court by the prosecution, led by the Director of Public Prosecution, Yvonne Atakora Obuobisa, revealed that investigations by the National Intelligence Bureau (NIB), initiated in February 2025, uncovered payments to 63,672 unverified registrants and misuse of NSA funds allocated for national service personnel allowances.

Osei Assibey Antwi, who served as NSA boss from September 2021 to January 2025, according to the prosecution, was the principal spending officer and authorised the questionable transactions.

During Monday’s proceedings, presided over by Justice Kizita Naa Koowa Quarshie, the prosecution moved the amended charges.

Osei Assibey Antwi who is represented by the Member of Parliament for Bekwai Constituency, Ralph Poku-Adusei, entered a not guilty plea to all counts.

The court adjourned the case to April 13, 2026, for a Case Management Conference, directing the prosecution to file disclosures and witness statements in advance. The accused will remain on his existing bail conditions.

Speaking to the media during a sitting on February 24, 2026, Ralph Poku-Adusei, who recently took over the defense of Osei Assibey, expressed optimism that he and the team of lawyers from Trent Legal Amansie Chambers stand ready to defend their client and ensure his acquittal and discharge on all charges.
