No ban on used vehicle imports – GSA explains new compliance rules

The Ghana Standards Authority (GSA) has clarified that the enforcement of the National Vehicle Homologation and Conformity Assessment Programme from October 1, 2026, does not amount to a ban on the importation of used vehicles into Ghana.

The Authority explained that the new enforcement regime is intended to ensure that vehicles imported into the country meet required safety, quality and environmental standards before they are shipped to Ghana.

In a statement, the GSA said vehicles that fail to meet the prescribed requirements “will not be permitted for importation into the country on arrival.”

“Effective 1 October 2026, all new vehicle manufacturers and assemblers, as well as used vehicle importers, distributors and dealers, are required to register with the Ghana Standards Authority and ensure that all new vehicle models are homologated, while all used vehicle units conform to the applicable Ghana Standards before shipment to Ghana,” the statement said.

The National Vehicle Homologation and Conformity Assessment Programme has been operational since 2020, but the GSA said strict enforcement of applicable standards, including Ghana Standard GS 4510, which sets requirements for the importation of used vehicles, will commence on October 1, 2026.

Under the enforcement framework, importers and dealers will be required to confirm that used vehicles comply with Ghana’s standards before shipment, while manufacturers and assemblers will have to obtain approval for new vehicle models entering the market.

The GSA said the move is aimed at preventing the entry of unsafe, substandard and environmentally harmful vehicles, while improving consumer protection and promoting a safer automotive industry.

For used vehicle importers, the new requirement means compliance checks must be completed before vehicles are shipped to Ghana, reducing the possibility of vehicles being rejected after arrival.

The Authority noted that vehicles with major damage will not be allowed into the country under the applicable standards. These include vehicles that have been submerged in water or damaged by floods, vehicles affected by fire, and those with structural damage to the chassis or safety cage.

The standards also prohibit the importation of originally manufactured right-hand-drive vehicles, vehicles assembled from spare parts, vehicles without speedometer readings in kilometres per hour, and vehicles older than 10 years.

The GSA has urged vehicle importers, dealers and other stakeholders to familiarise themselves with the requirements and take the necessary steps ahead of the October 1 enforcement date to avoid disruptions.

The Authority reiterated that the programme is not a ban on used vehicle imports but a measure to ensure that only vehicles meeting Ghana’s safety, quality and environmental requirements enter the country.
