Speaker’s Breakfast Forum 2026 to spotlight parliamentary decentralisation

The Rt Hon Speaker, Alban Sumana Kingsford Bagbin, in partnership with the STAR-Ghana Foundation, will host the 2026 edition of the Speaker’s Breakfast Forum (SBF), a high-level dialogue platform designed to advance governance and policy reform in Ghana.

Convened by the Speaker of Parliament, the Forum provides a strategic space for engagement between Parliament and key stakeholders, with the aim of shaping forward-looking conversations on democratic governance and reinforcing Parliament’s leadership role in national development.

This year’s theme, “Parliamentary Decentralisation: Taking Parliament Closer to the People,” comes at a critical moment as Ghana continues its constitutional review process. The theme reflects growing public demand for a more participatory, transparent and responsive governance system that enables Parliament to deepen engagement with citizens beyond election cycles.

A key highlight of the Forum will be a presentation by Prof. Badu Agyemang, former Rector of the Ghana Institute of Management and Public Administration, outlining actionable proposals to guide the national conversation.

His presentation will set the stage for a high-level panel discussion featuring Professor Kwamena Ahwoi, a law and governance consultant; Dr Charity Dzradosi, Research Fellow at the Institute of Local Government Studies; Sammy Obeng, Executive Director of the Parliamentary Network Africa; and Dr Richard Fiadomor, President of the Chamber for Local Governance – ChaLoG.

The event is on Wednesday, 4th March, 2026, at the Palms by Eagle, Airport City, at 8 am.

Participants at the Forum will be drawn from district assemblies, academia, traditional authorities, youth and women’s groups, professional bodies, civil society organisations and others.

As Ghana advances discussions on governance reform, SBF 2026 is expected to catalyse renewed national commitment to bringing Parliament closer to the people it serves.
