Ghana has regained investor confidence but will not rush into borrowing – Ato Forson

Finance Minister Dr Cassiel Ato Forson says Ghana has regained investor confidence after years of being shut out of international capital markets, but stressed that government will not rush into external borrowing.

According to him, the renewed interest from investors is a result of fiscal consolidation measures and broader economic reforms undertaken by the government to restore macroeconomic stability.

Presenting the 2026 Mid-Year Budget Review to Parliament on Thursday, July 24, Dr Forson said Ghana’s financial standing had improved significantly compared to the period when the country struggled to access international financing.

“Mr Speaker, three years ago Ghana could not borrow from the international market at any price, but today the market is calling us, but we are not in a hurry,” he told Parliament.

The Finance Minister explained that although investor appetite for Ghana has returned, government’s priority remains protecting debt sustainability and ensuring that any future borrowing is undertaken based on careful assessment of the country’s economic position.

He said the government would continue to maintain fiscal discipline while consolidating the gains made in restoring confidence in the economy.

Ghana lost access to international capital markets during its economic crisis, which led to a debt restructuring programme and an International Monetary Fund (IMF)-supported programme.

The government has since pointed to improved economic indicators, including stronger growth, increased foreign reserves and improved fiscal performance, as signs of recovery.
