Bosome Freho MP invokes RTI Act to probe cost of Ghana’s South Africa evacuation

The Member of Parliament for Bosome Freho, Nana Asafo-Adjei Ayeh, has invoked the Right to Information Act, 2019 (Act 989), to demand details of public funds spent on the evacuation of Ghanaians from South Africa.

In a formal request to the Ministry of Foreign Affairs dated August 17, 2026, the MP is seeking the total cost of the exercise, sources of funding, details of private partners who supported the evacuation and payments made to returning Ghanaians.

His request follows a statement issued by the Ministry on August 13, 2026, stating that more than 1,600 Ghanaians had been evacuated from South Africa since May 2026 following recent xenophobic attacks.

The Ministry said the exercise was fully funded by the Government of Ghana and “our Ghanaian partners”, adding that Ghana did not seek financial or material support from the South African government.

However, Nana Asafo-Adjei Ayeh said the statement did not provide sufficient details on the expenditure or identify the private partners involved.

He is therefore seeking a detailed breakdown of expenditure on air charter and commercial tickets, ground transportation, accommodation, consular and travel documentation, staff costs, reintegration payments and relief items.

He is also demanding supporting financial records, including invoices, payment vouchers, receipts, contracts, purchase orders, charter agreements and expenditure approvals.

The MP wants the Ministry to disclose the sources of funding, including any allocations from the Consolidated Fund or Contingency Fund, its 2026 budget, supplementary appropriations, funds held by the Ghana High Commission in Pretoria and private contributions.

He has further requested the names of the “Ghanaian partners” cited by the Ministry, their respective contributions and whether those contributions were made in cash or in kind.

Nana Asafo-Adjei Ayeh is also seeking details of all evacuation flights since May, including dates, airlines or service providers, the number of evacuees carried and the cost of each flight.

He wants information on the procurement methods used for the evacuation services, as well as details of reintegration payments and relief items provided to returnees.

The MP said his request was made in the public interest, arguing that taxpayers should have access to financial details concerning an exercise government has publicly stated it funded.

He has requested the information electronically and asked the Ministry to respond within the statutory period prescribed under the RTI Act.
