Gifty Oware-Mensah, the former Deputy Executive Director of the National Service Authority (NSA), has been released from custody after meeting the GH¢10 million bail conditions set by the Accra High Court.
The confirmation came from NPP Deputy General Secretary Haruna Mohammed during an interview with Channel One TV on Tuesday.
“Madam Gifty Oware met the bail condition just yesterday, so she has been released,” Mr Mohammed stated, adding that her former superior, ex-NSA Executive Director Osei Assibey Antwi, remains in detention, unable to meet his GH¢800 million bail requirement.
“What kind of figure is that?” Mr Mohammed questioned, expressing disbelief at the amount.
Gifty Oware-Mensah was formally arraigned before the Accra High Court on October 22, 2025, where she pleaded not guilty to five charges, including willfully causing financial loss to the state, stealing, money laundering, and using public office for personal gain.
Prosecutors allege that she played a key role in creating nearly 10,000 fictitious National Service personnel and unlawfully benefiting from allowances paid to these ghost names, resulting in massive financial losses to the government.
The Attorney-General, Dr Dominic Ayine, revealed that a forensic audit by the Auditor-General has uncovered a total loss of GH¢2.2 billion to the state through the NSA scandal, significantly higher than the initial estimate of GH¢548 million.
Gifty Oware-Mensah was initially detained in March 2025 by the National Intelligence Bureau (NIB) in connection with the payroll fraud but was released administratively after brief questioning.
She was rearrested in October and has been in custody since failing to meet bail conditions until her release on November 11, 2025.
The case has been adjourned to November 25, 2025.
