The government has directed the Postal and Courier Services Regulatory Commission (PCSRC) to commence strict nationwide enforcement against unlicensed courier operators from April 1, 2026, as part of measures to clean up and regulate the fast-growing courier and logistics sector.
The directive follows the official launch of the Integrated Courier and Logistics Management System–Ghana (iCOLMS-GH), a digital platform designed to bring order to the industry, enhance safety, and support the expansion of e-commerce in the country.
Minister for Communications, Digital Technology and Innovations, Samuel Nartey George, announced the April 1 enforcement date during the launch of iCOLMS-GH in Cantonments on Thursday, March 12, 2026.
He disclosed that courier service providers—including companies and individual delivery riders—have been given a 19-day grace period, from March 12 to March 31, 2026, to register and integrate with the new digital platform.
“The grace period begins today, March 12, and runs until March 31. Within these 19 days, whether you operate as a company or as a single delivery rider, you must register on the iCOLMS-GH platform,” the minister stated.
Existing courier companies are equally required to onboard and link their internal systems with iCOLMS-GH within the same timeframe to remain compliant.
Samuel Nartey George warned that failure to meet the deadline will attract regulatory sanctions starting April 1, with no further extensions or interventions.
“After March 31, enforcement will commence in collaboration with the Ghana Police Service. There will be no moratorium and no excuses. I will not intervene,” he stressed.
The minister reminded operators that a previous enforcement exercise in August 2025—which resulted in the seizure of hundreds of delivery motorbikes—was suspended to give the sector time to adjust and to allow government to develop a practical digital solution.
With iCOLMS-GH now live and accessible, he said there is no longer any justification for non-compliance.
The platform provides a fully digital, paperless licensing process, enabling operators to apply for, renew, and verify their regulatory status online. It is integrated with national systems such as Ghana.GOV and the National Identification Authority, with additional linkages planned to support real-time monitoring and verification.
Operators are encouraged to register promptly through the PCSRC website at www.pcsrc.gov.gh, by dialling the USSD code *928*007#, or by sending “Hi” to the WhatsApp line 0596111611 for guidance.
The Ministry expects the new system to restore consumer confidence, curb the activities of unregistered operators, and promote professionalism and accountability across Ghana’s courier and logistics ecosystem.
