The Government of Ghana has fully endorsed and accepted all the findings and recommendations in the Bawku Conflict Mediation Report presented by the Asantehene, Otumfuo Osei Tutu II, to President John Dramani Mahama on December 16, 2025.
In an official statement issued on Wednesday, the Presidency emphasised the government’s unwavering commitment to peace, constitutional order, the rule of law, and national cohesion.
The statement described the Mediation Report as a “comprehensive, fact-based, and forward-looking roadmap” aimed solely at achieving lasting peace, reconciliation, and stability in Bawku and surrounding areas, without apportioning blame or declaring victory for any party.
The government particularly affirmed the legal position, consistently upheld by the Supreme Court, that Naba Asigri Abugrago Azoka II is the lawful Bawku Naba, and that no individual or group may contest his authority under any circumstances.
It accepted the recommendation that Alhaji Seidu Abagre, installed as a rival claimant, be recalled to Nalerigu by the Overlord of Mamprugu, the Nayiri, to assume an alternative traditional role, with full state facilitation.
“The Government will immediately facilitate the safe movement of Alhaji Seidu Abagre to Nalerigu, where he shall remain available to receive the directives of the Nayiri,” the statement read.
The government also respectfully requested Otumfuo Osei Tutu II to continue providing his leadership and moral authority in ongoing reconciliation efforts between the Mamprusi and Kusasi communities.
Acknowledging the severe human, social, and economic toll of the protracted conflict, which has hindered livelihoods, investment, and infrastructure development, President Mahama has directed the establishment of a GH¢1 billion Bawku Revitalisation Fund.
The fund, to be disbursed over three years from 2026 to 2028, will prioritise reconstruction in roads, healthcare, education, irrigation dams for all-year farming, security facilities, and economic infrastructure to restore Bawku’s historic role as a key trading hub in Northern Ghana.
It will be managed by a high-level committee chaired by the Minister for Finance, Dr. Cassiel Ato Baah Forson (who also serves as Acting Minister for Defence), with members including the Upper East Regional Minister, Donaltus Akamuguri, and the Majority Leader, Mahama Ayariga, MP for Bawku Central, representing area MPs.
The government called on traditional authorities, political leaders, youth groups, civil society, religious bodies, development partners, and citizens to support the peace process with unity, restraint, and patriotism.
Reiterating Otumfuo’s words that “there are no winners and no losers,” President Mahama urged all parties to abide by the report’s conclusions for the sake of peace and national stability.
The statement expressed profound gratitude to Otumfuo Osei Tutu II, the Nayiri Naa Bohagu Abdulai Mahama Sheriga II, the Bawku Naba Naba Asigri Abugrago Azoka II, and all stakeholders for their contributions to the mediation.
