OSP names former Power Minister Kwabena Donkor and 4 others as persons of interest in $1 million AKSA Energy scandal

The Office of the Special Prosecutor (OSP) has named former Minister of Power Kwabena Donkor and four others as persons of interest in its investigation into an alleged $1 million bribery scandal involving AKSA Energy.

The other persons named are Francis Walkson Kwesi Dzata, a former Technical Advisor to the Minister of Power; Solomon Adjetey Sowah, a former Deputy Director at the Ministry of Power; Lyndon George Nii Saul Mettle, a Director of Tricorp Group Limited; and Baffour Ankoma Brobbey, an employee of Tricorp Group Limited.

The OSP announced the development in a notice issued on Wednesday, August 26, 2026, as part of its ongoing investigation into alleged corruption surrounding the development and financing of a power plant in Ghana under an agreement involving the Government of Ghana, AKSA Enerji Uretim A.S., a Turkish energy company, and Goldman Sachs.

The investigation follows the conviction of Ghanaian-American businessman Asante Kwaku Berko by a federal jury in Brooklyn, New York, on August 6, 2026, for his role in a bribery scheme involving more than $1 million in payments to multiple Ghanaian officials between 2014 and 2015.

Berko, a former Managing Director of Tema Oil Refinery and former Executive Director in Goldman Sachs’ Investment Banking Division, was convicted of conspiring to pay and paying bribes in connection with the AKSA Energy power plant project.

According to the OSP, Berko’s conviction was secured with assistance from the Ghanaian anti-corruption agency, which provided investigative and evidentiary support to the United States Federal Bureau of Investigation (FBI) through Ghana’s mutual legal assistance framework. The US Department of Justice has acknowledged the OSP’s assistance in the prosecution.

Following the US conviction, the OSP opened a local investigation to examine the Ghanaian aspects of the alleged bribery scheme and identify individuals who may have been involved.

The latest notice identifies the five individuals as persons of interest in the investigation. Being named as a person of interest does not mean that any of them has been charged with an offence or found culpable.

The OSP itself states that information published in relation to ongoing investigations does not imply culpability and that persons mentioned are entitled to the presumption of innocence. It also cautions that details of investigations may change as inquiries progress.

The agency is mandated under the Office of the Special Prosecutor Act, 2017 (Act 959) to investigate corruption and corruption-related offences involving public officials, politically exposed persons and private individuals. Its investigations may ultimately result in prosecution where sufficient evidence is established.

Berko is scheduled to be sentenced in the United States on November 10, 2026, and faces a maximum sentence of 30 years in prison.
