PAC sitting: GH¢21 million spent to renovate Independence Square in 2024

The Office of Government Machinery spent GH¢21 million on the renovation of Black Star Square (also known as Independence Square) ahead of Ghana’s 67th Independence Day celebrations in 2024, even though the main event was later moved to the Eastern Region.

Chief Director of the Office of Government Machinery, Abubakar Wayo, disclosed this when he appeared before the Public Accounts Committee (PAC) of Parliament on Tuesday, March 31.

According to Mr. Wayo, the contract for the renovation works was awarded when Black Star Square was initially selected as the venue for the Independence Day parade. However, an executive decision was later taken to relocate the celebrations.

He explained that despite the venue change, the renovation project could not be halted because the contract had already been awarded and the works had become necessary for another major national event.

“…Although the initial plan was for the Independence Day celebration to be held there, the decision was later changed. I do not think we had the authority to halt the project simply because the contract specified the venue for the 67th Independence anniversary. We were directed by a higher authority to proceed,” he stated.

Mr. Wayo added that the upgraded facility was eventually used to prepare Black Star Square for the Presidential Inauguration.

The revelation comes as the PAC continues its routine examination of public expenditure to ensure accountability and value for money in government spending.

Black Star Square, located in the heart of Accra, is the traditional venue for Ghana’s Independence Day military parades and other major state functions. The square features iconic landmarks such as the Black Star Gate and the Independence Arch.
