Former Chief Executive Officer of the National Food Buffer Stock Company (NAFCO), Hanan Abdul-Wahab, has petitioned the Attorney-General and Minister for Justice, Dr Dominic Akuritinga Ayine, accusing state institutions of subjecting him to systematic harassment, unlawful detention, and torture.
In a formal petition dated July 17, 2026, Abdul-Wahab detailed what he described as a sustained campaign of rights violations by the Attorney-General’s office, the Economic and Organised Crime Office (EOCO), and the Bureau of National Investigations (BNI) since criminal proceedings were initiated against him.
The petition follows an unanswered letter sent by his legal team on July 9, 2026, raising similar concerns, including the seizure of his funds by EOCO.
Abdul-Wahab, who maintains his innocence, stated that he is ready to face any fair judicial process but accused the authorities of denying him due process and violating his fundamental human rights.
According to the petition, he was first arrested on June 25, 2025, and detained for over two weeks with what he termed an excessive bail condition of GH¢60 million. He alleged that the Attorney-General made public comments on the case before formal charges were filed, thereby prejudicing his presumption of innocence.
He was subsequently arraigned before the High Court Criminal Division 4, presided over by Justice Kocuvie-Tay, where he pleaded not guilty and was granted bail of GH¢100 million with six sureties.
The petition noted that all charges against him were withdrawn on May 5, 2026 — about seven months into the trial — after successful legal challenges to procedural irregularities. However, immediately after the withdrawal, EOCO officers, accompanied by armed commandos in balaclavas, allegedly rearrested him on the court premises. His lawyers were reportedly prevented from accessing him, and he was taken to hospital without informing his family or legal team.
He was released the following day around 9pm without any questioning.
Abdul-Wahab was re-arraigned before a Specialised Court presided over by Justice Francis A. Achibonga roughly 11 days later. On June 29, the High Court granted him permission to travel to the UK for a medical appointment, with a return date of July 12.
While attempting to board his flight on July 4 after clearing immigration, he was allegedly apprehended by armed BNI operatives — an action he described as a clear breach of the court’s order. He claimed he was detained for four days without charge, during which the Deputy Attorney-General, Dr Justice Srem-Sai, made public statements on social media about unproven allegations regarding frozen accounts.
The former NAFCO boss described a “catch and release” pattern, stating he has been arrested and released four times. He has demanded that the Attorney-General puts an end to the alleged harassment and immediately returns his passport, mobile phones, and other seized items.
